Job Description
1.Payroll & Compensation Operations
- Manage end-to-end monthly payroll processing, ensuring accuracy and timely completion.
- Process payroll-related transactions, including salary adjustments, overtime, allowances, deductions, final payments and other compensation changes.
- Prepare and issue salary adjustment letters and other compensation-related documents for local staff, ensuring accuracy and timely delivery.
- Prepare payroll calculations for annual salary reviews, KPI incentives, bonus payments, 13th month salary, tax finalization and other compensation programs.
- Prepare and submit periodic Personal Income Tax (PIT) declarations and related tax reports for the payrolls under charge, in accordance with current tax regulations.
- Administer payroll-related statutory activities in accordance with company policies and applicable regulations.
- Review, coordinate and maintain payroll-related documentation and records, ensuring timely issuance, proper filing and audit readiness.
- Coordinate with internal and external stakeholders (Finance, banks, tax and social insurance authorities, vendors) to ensure salary and benefit payments are made accurately, on time and in compliance with company policies, internal regulations and applicable laws.
- Respond to payroll, compensation and benefits enquiries from employees.
2. Payroll & Operational Compliance Control, Reporting & Analytics
- Ensure payroll operations comply with labour laws, tax regulations, social insurance requirements, and company policies.
- Act as the final quality-check layer for HR operational transactions performed by HR Officers, primarily employment contracts and monthly compulsory insurance transactions but not limited to these, confirming accuracy and compliance before completion or submission.
- Review payroll data, statutory records, and supporting documentation to ensure completeness, consistency, and compliance.
- Prepare recurring payroll reports, payroll cost analysis, compensation reports, headcount and workforce reports for local staff, turnover reports, KPI/bonus reports, and other HR operational reports.
- Prepare and coordinate with the team to complete statutory labour reports (labour usage reports and other reports required by local authorities), ensuring accuracy and timely submission.
- Monitor payroll trends, identify operational risks or discrepancies, and recommend corrective actions and process improvements.
3. Payroll Quality Assurance & HR Operational Support
- Provide technical guidance and professional support to C&B/HR Officers and HR Interns on payroll and HR operational matters.
- Monitor payroll-related deliverables to ensure employment contracts, compulsory insurance and payroll activities are completed accurately and within required timelines.
- Support payroll process improvement initiatives and system enhancement projects.
- Assist the C&B Supervisor/Manager in implementing new payroll regulations, policies and operational improvements.
4. Employee/Department Support
- Provide payroll-related advice and support to employees and managers.
- Communicate with employees on payroll, compensation and benefits matters; guide and coach HR Officers and HR Interns in employee communication to ensure a positive employee experience.
- Implement and coordinate employee welfare and benefits-related projects and events.
- Support payroll audits, inspections and other HR projects.
- Perform other duties assigned by the Line Manager.
